You need a motherboard too, genius. Split between four items, for the $200 budget, that's $50 an item; for the $300 budget, that's $75 an item. Where exactly you think you're going to find a "gaming" graphics card for under $100?
I actually just picked up a (newegg) refurbed 6600 Vanilla last week for under $100, so there are some options out there. Don't forget about a refurb/used 9800Pro (or less actually) either, they're still very powerful cards when the IQ settings aren't too high.

With your current budgets you're probably going to have to settle for used/refurbed equipment (it's not that bad ). I'd really suggest finding a cheap NF3-250 s754 board, pair it up with a nice 2600 or 2800 sempron (you only need to add in a few dollars to get the newer version with 64-bit extensions if they're desired), and then look for 512MB ddr ram for ~ $35-45. If you use your rescources and look carefully for good deals, you may be able to find the proc/mobo/ram for about 130 (or cheaper) after shipping (~40 for the board, 50 for the proc, and 40 for the ram). Use whatever money you have left for the video card. With $70-80 I'd suggest trying to find a used 9800Pro, or possibly 9700Pro if you're budget is already too limited at that point (maybe a cheap 6600 if you get lucky).
For the $300 budget I would follow the same steps, except you have some more options. I'd suggest adding in another 512MB of ram, and then use the extra $55-65 of the budget for a better video card (a 6800 would be great at that point if you have enough funds, and hope for a successful unlock of course ). You could use the extra $100 just for a better video card (that's probably still in 6800 vanilla territory actually), or you could essentially buy everything from the $200 budget except in new condition rather than used (you'd have some money left over too for more ram or a better video card). With your budgets so low I'd really stick to the used/refurbed components.. it will really help you get a good bang for your buck system in the end. Hope this helps!
