Is there any way I can change the name of a program in the adress bar right at the top of the page while that program is actually running.Like here it says at the top of the page http://forums.anandtech.com-posting a Message_Microsoft IE

That information is coded into the program or web page you are viewing. It is possible to have IE (or the generic application windows) to show the same title all the time by editing the Registry, but to change the display for individual programs or web pages, you'd have to edit the source code for the application/page itself.
