Is it saying "CPU is Over SPD"? If thats the case it thinks you are trying to overclock. Set your FSB to 133mhz and sync your memory instead of setting it by SPD. Also, keep RAM timings at optimal. What is it showing as your multiplier and FSB settings? You may also want to get the most updated BIOS, as the one that ships with the board essentially locks your multiplier.

set the jumper to pins 2 and 3 for 133FSB (266 dual-pumped) as that is the default for your RAM. Also, take out the generic PC2100 and see if it boots (leave the Samsung in). Then try adding it back and see if thats the problem.

First reset your CMOS... remove the battery, and use the clear CMOS jumper for about 5 seconds. Then put the jumper/battery back (see manual).

Second, the a7n8x has notorious problems with Samsung RAM. The fact that you mixed and matched isn't good either. Try one stick at a time before pairing them up. Also, download Memtest86 and check your RAM (single or pairs doesn't matter -- go through the first 7 tests).

Things to try:

-In the BIOS set your CAS to a step greater than normal. ie: if you're running CAS2 RAM select CAS2.5 in the BIOS. This normally solves most Samsung RAM problems.

-If that works, try locking your AGP frequency at 66... THEN try setting your memory timings at their rated CAS.

I'm currently running OCZ PC2700 on that board at 3-2-2-2... but it took some fiddling.

Are you expecting your WindowsNT installation to simply work after replacing the whole motherboard? That's being darn optomistic. I'm not sure NT *can* run on nForce or nForce2 boards. Win2000 Pro will work great, however.

At any rate, it's time to bust out the three setup floppies and the WinNT CD and see if you can force NT to install on nForce. Good luck. And if you don't have a high-quality 300W+ PSU, preferably higher, get one. Sparkle Power FSP300 or FSP350 are a good value, or Antec TruePower 330.

Then you need to change your SystemRig specs, which say Windows_NT And the chances of switching mobos without a reinstallation of Windows are below 50-50, from what I've seen. Throw your WinXP CD in there and reinstall over the top of your previous install, which should retain all your programs and settings if you don't reformat the hard drive. If it won't run the Setup from the CD then you know it's not just a software issue.

If you're getting endless loop boots, #1 thing is what I suggested: clear your CMOS. If you don't do that first, you're shooting yourself in the foot.

Make sure you wear fuzzy socks, put the computer on the carpet, and pet your cat before you start

What motherboard were you using before this? If it wasn't an nForce2 board, then yes, expect to have to set up WinXP from CD again. Win98 might manage to make the transition from one type of motherboard chipset to another (I've managed it a couple times), but I think WinXP would be Not Amused at the sudden change of the whole platform.
