20" of snow in an area that does not experience that amount on a regular basis throughout a typical winter and therefore does not have the equipment, manpower, and practiced experience to deal with it. It is not the same as 20" of snow in Montreal or Detroit where they probably have more snow removal equipment in the city than Virginia has in the entire state.
