I generally buy my cpus off from pricewatch. You can choose what the best pricepoint is for you there. Then you could try ebay, but most of that stuff doesn't come with a warranty. Check the reseller rating before you buy at resellerratings.com

Pricewatch is your best guide.

I would like to know if there is anything comparable to pricewatch, but I doubt it.

Will any/all Celerons work in a P4 board?

1.4GHz and lower Celerons use socket 370, and socket 478 Celerons obviously can't be used on a 423 board(unless theres a powerleap converter).
