ak31 wont shut off HELPPPPP

I have a problem, my shuttle ak31 wont shut off. It continuously power on for half a second than power off. It only powers down entirely when I cut off its power. It has no problem powering all the way up when I turn on the comp(pushing the front power button).

It still does that when it is plug in with only the cpu(with heatsink and fan).

Can you explain a bit further. Is this something that goes on when you select shutdown in Windows? What exactly happens and in what order? How are you trying to shut down? etc, etc.

the ak31 board goes on and off when i shut off windows but it also does that when i stripped it bare with only the cpu and the power cord plugged in. so i dont think the OS or any device is causing it other than the mobo itself or the cpu....i test the power supply besides being a little under power when fully loaded, it works fine.
the cpu is an althon xp 1800+ and the psu is a Enhance 350w. the psu sucks
