AMD 2X CPU not seen

I dont know if this is the right forum but here goes.

I have an issue with a new AMD 4200 X2.

On Hot reboot -ie Software installs- the OS does not recognize CPU as dual core- only single.

When I do a COLD (Power off) reboot it will then detect properly.
My question is, does this appear to be a hardware issue no?
If so is it MOBO, BIOS, CPU, or OS?

I have installed new patches and drivers for S/W and auto updated BIOS to latest version via MSI Live. What else am I missing?

Rig Specs follow.

Windows XP-SP2 with auto updates.

AMD Athalon 4200-X2 @201 mhz

MSI K8N Neo4 Platinum (non-sli)

Any suggestions would be warmly welcomed to prevent possible RMI on board or processor.

What is your temps like?

44c-46c Temps consistently.


Power Rail is the only other unlisted component.
Coming from an Antec 430W PSU.
11.91v on 12v rail
4.95v on 5v Rail
3.26 on 3.3v Rail
1.35 Vcore
All listed via MSI Core center

Dont think temps should cause consistent hot reboot detect failures.
Maybe power rail but thy are well in spec.
