i used Image Ready. it was quite simple.
i just opened the Gimp, which i never use, and it does do it, but it's slightly more difficult. there might be an easier way, i dunno. in this case, i opened the image in Gimp. just re-saved it as an animation, and then it comes up with an option where you can set the frame times (in milisec)
