asus p8z77, i7 turbo issue

Happy holiday everyone.

I purchase the above set recently, and notice my cpu clock always run at max turbo ratio 45(4.5ghz) even when its idling, however if i open task manager the turbo ratio go back down to 16(1.6ghz), if i closed the task manager, the speed go back to 4.5ghz and never lower even when idle. is this normal?

p8z77 pro, 3770k, 32GN G.skill, win7 SP1

tweak some bio setting
none fix the issue

Yes, this is normal. If it's creating a problem then you can go into bios and change the power saving settings to AUTO or ENABLE. That might solve the issue.

No, it isn't normal. I have the same board (assuming it's the -V?), and just left all the power options to the default (usually auto) and according to realtemp and the Asus monitoring utility, my 3570K goes from 4.3 under any reasonable load (using the Asus OC utility, just changed the multiplier and a slight voltage bump, all other settings stock) to 1.6GHz at idle or any low demand task. Perhaps reset all BIOS options to default and go from there?

What are you using to monitor the clock speed? As an aside, in case you hadn't heard, the Asus temp utility grossly under-reports, but the speed clock is accurate. Just in case, I usually use RealTemp for both.

balanced/advanced/ Processor Power management
Min 2%
Max 100%

I also set the following, because I do not employ sleep
EIST enabled
CIE disabled
C3 C6 enabled
