ATI Video is CHOPPY!

Hi All,

I just bought a used machine off craigslist, it's a 2.8 D processor box with 2GB RAM and with an ATI HD 4300 series video card. The card supposedly has 512mb on it but I can't confirm that, dxdiag shows it has 1024mb available to it.

My problem is with video performance. Anything I load (youtube, local videos via media player) the video chops like no tomorrow. Sound is consistent, it's just the video chops like it's struggling with framerate. Operating system is windows 7 ultimate. There is no on-board video on the MSI motherboard.

I don't know where else to look on how to take care of this issue, beside to try a new video card which I don't have handy. I have upgraded to the latest ATI drivers with the same problem. Any suggestions on where to start?

2.8D as in dual-core? With a 4000-series GPU offloading the decoding, you shouldn't see too much choppiness, although I was dropping frames with a 2.1Ghz AMD dual-core on a 780G mobo. I overclocked it to 2.875Ghz, and then things were smooth.

Did you remember to update your flash player to 10.1, to enable the HW acceleration?

Is that a 2.8Ghz Pentium D? Those things are horribly slow but I'd imagine they're still up to the task. What resolution display and videos are you trying to run?

Your gpu is offloading to the cpu. SO it is your AMD that is choppy not your ati.

You need to make sure the playback software you're using supports offloading H264 decoding to the GPU. As others have mentioned, make sure you're using Flash 10.1. Also try Media Player Classic Home Cinema for local videos. This page explains how to set it up to use DXVA.

I put in a nVidia GT 420 today with the latest drivers, no dice.

I can't figure this thing out...WoW runs like a dog. I realize that it's only a 2.8 Duo, but still, it should be able to run WoW at least, and it's choppy as all getout. Even with everything set to minimum. Screen resolution is 1600x900 on a 20" LCD panel.

Well, the HD 4300 series is a crappy card for games, but it should be enough for video playback, that's odd.

This sounds to me like your CPU is the problem. What exactly is your processor? Is it a Pentium D or a Celeron D?

Are these hi-def videos? Even a celeron D should be able to handle low definition videos.

Also, the HD4300 and GT420 are both really slow for games. 1600x900 is actually not a low resolution display.

WOW, Even my Celeron single core can play utube video's at 720p with onboard intell graphics.

It must be a software issue. Are you using internet explorer 8?
What is your ram usage. I see you only have 2 gb with windows 7 ultimate.

What version of windows media player do you have?

Hes talking about utube videos and regular video's. My single core celeron can play that stuff.

Its not his cpu. I'm 100% sure.

It's a Pentium Dual-Core 2.8ghz CPU.

Videos are working better now, just every single game I play stutters like a dog, including WoW. WoW reports a framerate of 60fps, but I can take a few steps, it'll pause, then start, then pause, etc..making the game unplayable. I have everything set on low. Every other game I've tried has the same result.

I used to play WoW all the time on much lower hardware. I don't know what's causing the stuttering...
I've upgraded the motherboard BIOS (MSI) with no luck, and I'm using the latest drivers from nVidia.

DID you install direct x 9c for your windows 7?

Did you use driver sweeper to get rid of your old ATI drivers before you installed the gt 240?

CPU is 89 degrees C, I can't tell you what the MB is because I don't have a probe on it.
