Basic system to run 4k resolution

With redoing my office, I bought a 43" 4k TV on sale to use as my monitor. Apparently my 4 year old Dell system is not capable. Thought it was the video card, so got a GeForce GT730. No go. So then thought it was the stock power supply not able to do it. So got a new PS. So now I'm in over $100. I just need a basic system to run 4k video. I do not do any gaming. Basically just Internet, word processing, basic photo editing using google photos, and basic video editing like saving home movies to DVD perhaps using Photoshop Elements. At this point I might as well go for a new MB, processor, and Ram. I prefer Intel over AMD. What would be your suggestions with not spending much more than an additional $200?

I would have thought that a GeForce GT730 would have been able to do 4K30, but not 4K60, due to HDMI1.4. Maybe it only has HDMI1.3. I haven't tried using one of my GT630/730 (Kepler) cards with my 4K UHD TVs yet.

Anyways, the GTX950 and 960, and anything newer, basically, has HDMI2.0 outputs on them, and should be able to drive a 4K60 display.

One thing though, if this was an older model "4K UHD" TV, make certain that you are using the right input on the display. Some of them only had one 4K-capable input. Also, possibly, it could have an HDMI2.0 input, and not be able to handle 4K via HDMI1.4, not certain though.

So, either get yourself a GTX950 (or more likely, especially if this is a SFF or slimline case, get a low-profile-ready GTX1050 card).

Edit: Get one of these. You won't need to replace the PSU.

Thanks for the reply. But the card is not the issue. Per say. It is the older MB in my Dell that will not boot with this card in it. So now looking to upgrade the MB, processor, and Ram.

That's a different story, then, if you can't even get the card to boot properly in that rig.

Newest Intel is Kaby Lake. Suggest the G4560 Pentium dual-core with HyperThreading 3.5Ghz CPU, if on a budget, or possibly the G4600, which is the same at 3.6Ghz, but also has the upgraded HD630 iGPU. That's what I have in my ASRock DeskMini mini-STX PCs, powering some 4K UHD TVs.

Currently typing this on a G3900 Skylake rig, running 8GB dual-channel RAM, driving the same 4K UHD TV. Other than only driving it at 4K30 through the HDMI1.4 output on SKL, it's not too different. (G3900 has HD510 iGPU)

The DeskMini units also only have HDMI1.4 outputs, but I drive the 4K UHD TV at 4K60, using a Club3D active DP-to-HDMI2.0 adapter. The native HDMI1.4 only drives 4K30.

There is some talk that Netflix 4K and UHD BR are going to require the HD630 iGPU, and will not run on the HD610, so you might want to go with a G4600 to future-proof.

Or you could go with an i7-7700K, if you wanted to "go big".

A build with a 4600 is just over $200, but a build with a 4560 is just under. Are you keeping the GT 730? It could do basic 4K, but couldn't play certain online videos in 4K.

What is your current CPU? Look at your hardware info.

If your computer graphics cant handle the video settings on the TV you may be unintentionally overdriving the graphics. However, you might try a lower setting on the TV to start out with. Before you change to a new video card try changing your current video settings to the lowest standard level.

You might have to install the new graphics driver before you insert the video card.

4K is pretty new. Try hooking up an older Monitor or standard 1080 k TV and see if your computer will boot. You may have to change the video setting on your TV/video graphics. If the TV can run at 1080p change the TV to that to start out with or maybe try game mode or something. If the computer will not start try changing the BIOS to BOOT from the video card slot. Sometimes auto detecting the VIDEO card may not work. Especially with flakey Dell hardware that is a little older.

Seems like a low-end skylake motherboard should be able to run a 4K TV off an i-3 6100 CPU. Look at the specification on the 4K TV and see what kind of plugs it is set up for. It may only have HDMI 2.0 and higher inputs or some of the inputs may also be HDMI 1.4. Where you plug it in may make a difference i.e. HDMI1, HDMI2, HDMI3, DISPLAYPORT or whatever kind of inputs it has.
