At the time it was revolutionary. A very very beautiful immersive gameworld that is still considered very top quality visually even by today's standards.
This is true, its world is large, open, and extremely pretty. Doubly so when you mod it to actually take advantage of the PC's superior capabilities vs the consoles it was developed for.
It has a very good mod community which allows many improvements that some consider necessary to improve on the developers shortcomings.
No, it doesn't To date, I have seen a paltry handful of decent mods for Oblivion. Most simply add custom houses, or a half baked quest, or an uber-merchant. Only a few, such as some of the companion mods, offered any semblence of decency, story, or increased the value of the game beyond the 'gee-wiz' factor.
Very good replay value, good story (not as good as KOTOR for sure) and tons of stuff to do.
Oblivion's replay value was minimal. I think I invested about 20 hours or so into the game before everything became boring. The only thing its useful for these days is benchmarking, and its going to be eclipsed for that very soon.
Oblivion was not the best modern RPG. Honestly, that honor would probably go to The Witcher. The pickings have been very slim this last few years.
