All you have to do is remove the incentives for the illegals to come to the US. Jobs and/or benefits.

Remove the benefits to anyone not a US citizen or green card holder.

Punish business owners SEVERELY for hiring illegals, knowingly or unknowingly doesn't matter. Fines and prison sentences. Conduct regular inspections.
