Best Value Vid Card Suggestion.

I need a suggestion for a quite ATI video card.
I don't need a fanless one, the one I use right now is good enough for me
An EVGA 8800gs. However, this is my dad's and I need to give back to him ASAP, his onboard card sucks big time.

Main usage, photo editing (RAW & DSLR 10mp jpg format)
little gaming - CS:S, Left 4 Dead, I'd be happy if I can run DMC4 & left 4 dead)

CPU i7 oc to 3.6ghz.
DDR 3 1600 @ CL8 1T

I probably will change my Vid card after Diablo 3 comes out, so I don't want to spend alot on the current one. Also, I like ATI's presentation of coloring better than the Nvidia, so please keep it within the ATI brand.

maybe give me a best value card on $100 range & another one on $50 range.
So I can search for DMC 4 benchmark myself.

There are so many cards out there i donno which one is quite.

After rebate & Bing CB it should be around $82 bucks.
I think I can play DMC4 @ 1920x1080 with 4850 + i7

Is it loud? anything else that are better in value?

btw I just found out there's Assassin Creed PC version. I guess 4850 is my best bet to play that? I also read ATI 4670 is able to run DMC4 @ 1920x1080. So, which should I choose?

The Radeon 4850 512MB is hands down the best card for $100 (not counting rebates). As for loudness, I'd say read the reviews of the several $99.99 models and decide for yourself:

The 4670 is a good bit slower than the 4850 and is mostly preferred by people who need a low power graphics solution. Performance wise, it's a no brainer to pay the extra $25-$30 for the 4850 if your power supply and electric bill are willing. The 4670 is probably slightly faster than the 8800GS overall, but in some Nvidia favoured games it will actually be slower. The 4850 will be faster in everything compared to both the 4670 and 8800GS.

Can someone tell me if I strap a 80mm panaflo on the card would it work?
