Budget gaming PC

Is it possible to build a budget gaming PC for under CAN$600 including tax? I haven't built a PC for ten years and I've no idea what is out in the minefield of PC components. I don't care about playing the latest and greatest or about running at the highest resolution or detail level. The cheaper the better. I want something with a small form factor that can still be upgraded with memory or a new gfx card. Thanks

It is possible. Do you all have Micro Centers up there? Do you all pay tax on internet purchases?

I don't think we have Micro Centers, at least it's not a name I'm familiar with. We do pay tax on internet purchases.

Sorry; I already have monitor, mouse, keyboard, speakers and OS. No reusable parts. This is from scratch.

I'll put together something on part picker but for now to give you an idea of the ballpark system we are looking at:
