I have an AMD 64 3000+ socket 939 and I want to buy an AMD 64 3500+ (that is the fastest with the same 67W power consumption.
I only have a 350W power supply and I don't want to take a big risk of it not working.

My question is: what is the best time of year to buy an AMD 3500+ (ie. cheapest).

That is simply your opinion.

You can still build a low/mid high end 939 systems, and there are a lot of people still running high end 939 rigs. 939 hardware is plentiful. Right now moving to C2D or AM2 just isn't justifiable for a lot of folks, myself included.

Well, you've already missed out on getting them at their cheapest point. You do realize that as they become less and less available, the prices will rise, not fall, don't you?

s939 isn't so much dead as it is mostly EOLed. myocardia is right; s939 chips aren't being pushed out to market anymore, so the remaining supply will slowly rise in price until they vanish completely.

If you really want a chip like that, your best bet is to buy used and do so ASAP. Even if you have to buy new, buy ASAP before prices continue to rise.

Yet upgrade-wise it's a dead end.

I don't know why nobody mentioned this yet, but it would be pretty easy for you to oc your current proc to 3500+ speeds assuming that you have a half decent board. (244.5x9=2200.5)

Doesn't matter. If he doesn't have to raise the voltage and can oc it to 3500+ speeds, it will still take the same amount of power. Having a higher multiplier won't help there. Raising the HTT speed that much should be negligible, and the ram will basically be running at 200 mhz if he uses a divider. So, the oc'ing aspect is still an important one.

Now, if he uses C&Q to lower his power consumption at idle, then he certainly needs to upgrade.

If it were me, I would just go ahead and get an x2 or 4000+ to make the upgrade worthwhile. If you have to spend $40 on a power supply that could hold that (your 350W should anyway) it would still be money well spent.

If you buy a newer 3800+ X2, it won't consume much more power than the single core if you don't overclock it. Power consumption on the lower-end dual cores with stock voltage is minimal.

The upgrade path is mostly a checkbox feature. Even if the future upgrade cpu uses the same socket, it's likely that the current mobo will be either incompatible or have decreased performance/features relative to a mobo that's released in the future. In fact the only time I've ever not had to buy a new mobo with a cpu upgrade is going s939 single croe -> dual core, and that's only because I've built the rig initially when dual cores were already available and known to work on NF4 s939 boards.

I have an x2-4200+, a 7600GT 2 HD's a burner, a DVD reader, a tv card and a whole assortment of fans, controllers and other crap and I still have more headroom with my 350w (I know this cause I have oc'd the proc and oc'd/overvolted the vid card both at the same time and it was still stable...)

my 939 upgrade:

venice 3000+ -> Opteron 170 (AUD300 or USD225).. probably sell my venice for 50 bux
7800GT -> 8800GTS.. hopefully sell my 78 for 200 bux

it was nice being able to just swap the chips so quickly but it looks like i probably need to reinstall. after swapping them out i had to sort the acpi device. after that it seemed okay but Gothic3 still jerked and had developed the day/night whizzing past really fast issue. this was apparently fixed by installing the amd dual core optimizer.... after installing it my fps dropped to absolute sh*t and both cores rail at 100%. i've found various guides on how to install dual core support but none of them seem to be 100% proven.

How much extra heat will overclocking my 3000+ to 3500+ speeds generate?
I have an Asus A8N-SLI.
The CPU temp is already around 43.

About 20%. Your CPU currently uses around 30W under load. If you're able to maintain stock voltage, it will rise to 36-38W after overclocking. It will, as said, not consume more than a "real" 3500+ unless you increase the voltage.

I'm Running On An AMD64 3500+ And No Issues Yet For Me ... I Won't Be Upgrading Anytime Soon ... I'll Upgrade After A Few More Rounds Of CPUs Are Released And BluRay/HD-DVD Becomes For Affordable And Mainstream (Including Compatibility Of Media Between The Two).

That's a pretty small jump in terms of an upgrade (3000+ to 5000+). You may as well get an X2 since the other option is just money in the trash. I have a 3200+ from last year, still pretty good, but personally, I'm gonna hold out for another year or two. If I upgrade anything, gotta overhaul PSU (350W), I don't like the case much, and other than the VS and SC, nothing's reusable.
