Can a Video Capture Device Upscale?

I have a Leadtek Winfast Novo TV device that I use to connect my XBOX to in order to play it on my LCD screen. The problem is, the XBOX outputs at low resolutions, a lot lower than the native resolution of my LCD. So my question is, can some devices upscale that signal so that it will look better on my LCD?

I would think that if you have VIVO on your X800GTO2 then you should be able to use that to upscale the resolution.
