Cannot Access Certain Websites

Using Vista, tried IE7 and Firefox, cannot access www.worldofwarcraft.com or www.starcraft2.com.

Found that it was a certain range of IP's that was being blocked by something.

12.129.242.20
12.129.242.22
12.129.242.32

100% clean system, no firewall activated, IE7 compeltely reset and optimized w/ Microsoft Easy Assist assitance, Booted w/o any startup items or services, everything...hosts file...I mean EVERYTHING has been checked and cleaned.

Called ISP too, had a tech come out and test it with his laptop and it works, so it's some glitch or something. It's ONLY those 3 IP's I can't access. I CAN traceroute them, but not ping them.

We treid doing an netsh clear and all sorts of other DNS stuff too...

Anyone have any ideas?

Perhaps its not your computer that is blocking those websites but the site blocking your ip address because someone before was abusing the ip address your currently have.

When the tech came out with his computer, he has a different mac address, therefore he probrably got a different IP, also he may or may not have different dns servers. I have a feeling if you had a router and cloned the mac address on his laptop to a router and hooked your computer up to the router it would get on just fine, that and if he had been getting different dns servers had you specified those you would get on.

I know it makes no sense that you can't access someone by IP because of a DNS server but I'm pretty sure I've heard of it happening before.
