As already stated, cold cathode tubes draw very little power and produce almost no heat. Sorry I don't have a specific wattage. They are connected to a small (~ 2"x4") adapter board that converts the 12vdc from your PSU to the high voltage required by the tube. The board attaches to your power supply with a standard 4pin molex plug similar to the ones on the back of a CD-ROM drive.
I read your systems specs and it looks like you are currently powering the motherboard, two hard drives, two optical drives (DVD & CD-RW), floppy drive, the videocard and soundcard. You probably also have a NIC for the DSL and a SCSI card for the scanner. Even with the normal assortment of fans your 400W PS should have no problem with the addition of a cold cathode.
