Im very interested in this idea and to look at some products. I am building a computer for my dad that will b used for video editing but also for streaming live video. The streaming will often b done outside in 90+ degree weather. The cooling I plan on using if I cant find anything better is CORSAIR H100. The rest of the computer's specs r listed below

Computer's specs
CPU:3570k unless I can find a reason for the 3770k thats worth the money
MOBO: ASUS Z77 sabertooth unless something with more PCI express lanes comes out that isnt 300+ bucks
RAM: Gskill 4x4GB 1600mhz
PSU: SeaSonic X750 Gold 750W
SSD: idk yet intel 520, Mushkin Enhanced Chronos Deluxe or Kingston HyperX 3K
HD Western Digital Caviar Black WD1002FAEX 1TB 7200 RPM
Cooling: CORSAIR H100 and tons of fans...like 6 or more

I know Voodoo PC did this years ago, but I haven't seen anyone do it since then, really. Look into phase change cooling? Problem you run into is condensation.

I've heard that of the water is too cold, the computer won't turn off because it'll be "overheated"

I honestly doubt that (not saying I doubt you, but I don't see how that'd happen, given this isn't LN2) You need to be careful about condensation, that's the main issue.

would the ASUS Z77 Sabertooth help protect the mobo from condensation due to its armor

I'm no expert, but the condensation forms around the cooler (which is the CPU socket) and the "armor" on the ASUS board is little more than a plastic shroud.

Look up how you handle phase change cooling - that will show what you do for condensation.

Like many other have said, condensation is an issue. I have seen people design chilled systems that have controllers that take into account all the necessary variables to calculate dew point and then chill the water to a few degrees above dew point.

Essentially, chilled water systems are not a trivial task to implement. It can be done, but you are looking at potentially custom hardware and certainly a lot of time and $$$$

That being said, the amount of nerd points you acquire is immense. Calculate your value of nerd points and then decide

Another idea would be just to use a very effective custom watercooling loop. The Delta T that can be achieved with high end water should be more than enough, even with 90F ambient.

I guess I am gonna go with the H100 and see if its good enough to keep the computer from rebooting. I will just use base cpu clocks when working with the computer outside. I am very interested in the Hailea product. I just hate that its so big. I will give it a shot though it the computer has issues in the heat.

since the major cooling you're going to need is outdoors, maybe think about putting dry ice in front of the intake fan and see if that will cool good enough when outside. you could build a wire cage to hold it when needed.

thats a great idea...I thought about freezing a cooling pad and putting it against the fans that blow into the radiator but dry ice should b a much better idea bc it should last a lot longer
