CNN.com down?

perhaps a smart explicit content filter isn't so smart...?

Do a traceroute to it, and see where the packet gets dropped. Your ISP may have a router temporarily down, or a BGP or OSPF adjacency down for some reason.

You are probably right, I get a timeout when i run tracert

The thing about traceroute that makes it useful is that you can tell whose network is dropping the packet. If it drops after 2 or 3 hops, your ISP is likely having issues, and you'll probably find that more than just CNN is down. CNN itself is currently up, so whoever your ISP peers with is likely having some routing issues. (Hard to say just what, though.)
