Computer can't soft boot!

I just upgraded my computer to a P4 1.6a and MSI 645 Ultra mobo. It's running fine at 2.2ghz, except that it always failed to soft boot, i.e. when I choose "restart" on the Windows 98 SE start menu, it reboot but failed to go all the way back to Windows. It would hang with 1 long beep and 8 short beep, which indicates video problem. The MSI D-bracket also stopped at "initializing video". However, hard boot (turning the power on and off) always work. Anyone know what might be the problem? BTW it would do this whether or not I overclocked it, i.e. it would still do this at 1.6gz.

My graphic card is a VisionTek GeForce3 64mb.

The real question is, did it do this *before* you started overclocking...

As stated in the post above, it does this whether or not I overclock. It's a minor inconvenience, but it would be great if this can be solved...
