Computer downloads slow, Router is fine

There are 3 computers in my house, all hooked up to one router. My dsl service is rated to download at 384-1.5mbts and my upload at 256. When I download files on my computer I dl at about 22k/second and running various tests from dslreports.com shows my computer's connection to be rated at 160kbts/80kbs, in other words garbage. The other two computers in my house both download files at 80 to 100k/second and the rating from dslreports shows them at 1000kbts/350kbts, well within what my dsl is rated at. Even when I've plugged one of the other computers into the same ethernet cord as mine uses, it yields the same results. In other words, the problem has to be at my computer.
Does anyone know what could cause this? I've tried using a different network card and no change occurred. The configuration of my PC is below:
Intel Celeron 2.00Ghz, overclocked to 2.5Ghz
Soyo P4S645D Dragon Lite Mobo
256mbx2 of PC2700 ram
Windows XP SP2
Sapphire Radeon 9600 Pro
I've used the onboard networking and an HP network card, neither change anything
I use Ad-Aware and Spybot weekly to clear out spyware. I have Norton Antivirus protecting me from viruses. Any ideas? I can give you more detailed information if that might help.

As I recall, dslreports.com give you some advise on tweaking when you run their tests, that is, if your computer needs it. About 5 months ago, I did ran their tests, discovered my computer was not working at the connection speeds it should, and was able to increase my speed to what it should be by making change(s) they recommended. Did you do what they recommended?

I also used their forum at that time to clarify some things I was not clear on.

Yup tweaks can do it....
Have you tweaked your internet settings before?

When I first got broadband, my pc wasn't getting anywhere near the speeds it should have because I had tweaked it for my craptastic 28.8 dial-up connection. when I tweaked again for broadband all was as is should be.

I actually had issues like that before because my cpu was overclocked and interfering with the PCI bus for my nic card. Try running your cpu at stock speed (2GHZ) and try benchmarking again.

If that doesn't improve things, then try a different brand of network card. I find Realtek NIC cards or 3Com work the best.

On top of the suggestions mentioned above, I'd also be checking for packet loss. Given the scenerio that you outlined in your post, packetloss is probably the most probable cause. DSL reports also has tests for that. Once you've determined if you're dropping packets, then you will want to look at what might be the cause. Tweaks, as was suggested MIGHT take care of it all. If not, then I'd be looking at your nic configuration next. Some cards when in autonegotiation mode have severe packetloss problems. If you run a tv out card and keep it hooked up, that can cause feedback noise on your connection. The same thing with a TV card. If you are running either of those (or both), simply disconnect it from your Television set. Then shut down your computer. Power down your modem and disconnect your router from its power source. Wait about 30 seconds and then power everything back up. If its line noise from a tv card or a video out, it should go away. If that solves it, then leave it unconnected when you're not using those kinds of devices.

Thanks guys, I brought the computer back to 2.0 Ghz and my speed test is now at 1328/315. I know this is sort of not on topic, but is there a way to overclock without messing with the PCI bus?

ya, some boards let you "lock" the PCI and AGP bus. If you can't do that, then you need to make sure you keep the FSB close to something like 133, 166, 200mhz, etc. If you get strange values, like 180mhz, then you will have pci bus problems.

thanks guys, my computer is running fiine at 133 x 20 and the internet is running perfectly. I downloaded new drivers from ATI at 134k/second, thats soo much nicer than the 22k/s I was getting before.
