It's a Codegen, so they probably lied and it's most likely a single rail unit with a 20A rectifier. Does it have 2 seperate groups of 12V wires going to the PCB, and does it have any shunts connected to those groups? At best it might have 2 rectifiers in parallel for the 12V which would still make it a single rail unit but it would increase efficiency. A 5450 hardly pulls anything, but Codegen does not make very quality PSU's, so I would recommend getting a decent replacement if you want the setup to be reliable, and for output ripple to be low.
