EPAS. Could be a problem. No hydraulics in the wife's RAV4 so you have to fight the motor/gears if it's out.You don't need power steering at anything over 5mph, and especially not at 100mph+.

finally she was able to pull up on the peddle and use the brake. even after she got out the car started to take off again. cops were able to stop it long enough to disconnect the battery.

A car will run just fine with a disconnected battery.
