I wasn't really aware of what was going on politically back then so I don't know what kind of language was being used, but if people wanted Hillary to "stay in her place" that could mean the place of someone who wasn't an elected official, not the place of a woman as you're suggesting.

One question though, if the term was only meant to put her in her place as a 'non elected official', what's the reason for using it now that she's been a Senator and Secretary of State?
I don't really need an answer to that, again, I'm not that interested, but it might be something to think about.
When Bill Clinton ran for the presidency he argued that by voting for him Americans would get "Two for the price of one." I think the term "Billary" was used (largely) by his opponent to mock him and Hillary. So yes, there is a sexiest origin of that term.
But as often is the case with language, I think its meaning has evolved and adapted to the physical reality. (Bill Clinton is now 70) People do not use that term any more. And with Hillary, not Bill, running for the office, I think the term "Billary" has lost much of its sexiest overtone but has acquired a negative sentiment about oligarchy.
