Part of it definitely seems to be vram related, as dropping down to 1080p helped a good bit. The major stutters (completely freezing) have gone away.

BUT there are still points where there is no input response. Like I'll be mashing a button, the game shows my skill being activated, but nothing happens for a few seconds. Apparently this is not uncommon. The "button delay" bug
I've not had any delay issues except for unstable over clocks.

I have crashed due to it saying ran out of memory. But I had 12gb available according to hwinfo64.
It also only happened when I checked the high preset in options. The memory thing. And while trying to OC the GTX 780. 3GB.

I check the high setting and then turn down the fog to medium clutter density to middle I think the texture option had 5 settings I went down one step if it was on 5 went to 4.
About the only time I get a hitch is loading into a new area for the first time.

I had to dial back my fsb OC from 241 to 240 and played for hours last night. Also AC isn't working and thermostat in hallway said 90f. My PC room was hotter.

My delta T on my water loop seems to be about 2 degrees C and maybe 4 under load. CPU barely breaks 50c and package is maybe a degree different. I think my vrm are hitting 70c if temp3 on hwinfo is them.

I'm also using SATA SSD not nvme drive

This was before turning down to 240 fsb and knocked voltage down 2 notches also.
Then D4 became stable.
Sorry this is not correct let me get the current.
This is current with the tightened mem timings.
This has p95 running but it's 11 degrees cooler in hallway tstat.

But I digress, must go under house to check HVAC.

The AIDA64 latency test.

Dell G5515
Ryzen7 5800H
32gb RAM
Nvidia 3060m 6gb
D4 is installed to an SSD
network checking in at 500/30 and an 8ms ping to speedtest.net's nearest server

running at 4k with most settings on medium, and 50% resolution scaling (should i just set it to 1920x1080 in that case?)

the fps counter consistently shows 60, but then when i get the stutter obviously it drops.

there are also brief periods where the game won't accept any input from my controller (yeah, D4 does play nice on a controller)
Seems that there is an in-game scaler setting as well.
EDIT:
The FidelityFX Super Resolution 1.0, maybe that is causing issues if you are already doing upscaler through driver settings?
I cannot adjust the resolution percentage, and had mine on that quality preset. Tried with it off and I went down to 45fps avg. Will test the other setting.
I will post my settings that are current.

While I personally wouldn't run Windows 11 until there was a good reason for me, like WIndows 10 is EOL or they add some really cool new features that are useful to me, I definitely appreciate someone who takes the time to get it working on an older computer. This is good news to me, as you have proved again that people can get Windows 11 running on just about any hardware, despite what MS may say.
Just an update to this, I flashed the EVGA Hydrocopper VBIOS onto my GTX780 SC ACX (AQ Krographics titan/780 block with passive backplate) I didn't get increased power limit but base boost clocks went up.

Here is a screen from yesterday before I got called out to an outage.

This is earlier today of P95 running to try and determine which some of the sensors are listing what. I always get the 4th worker fails on P95 10 yr newer version. (might be why or I got a weak module)

And the next is with afterburner settings.

I think the 1.212v cap has since been removed through newer drivers ( legacy)
EDIT: I bumped core voltage to 1275 from that shot.
