Answer is:because people in Serbia haven't so much money for that,it is too expensive,even for you in US.
Major problem here is how to get a hardware,software is a peace of cake,it's free ;-)

I did my first Unix and Xenix installations/configurations 15 years ago (and first Linux installation 10 years ago) and I still find Linux a hassle to upgrade and configure. I don't have my TV card (PVR250) running yet because it's a chore to find the right packages... packages actually work.

By the way, I would be interested to see what this person thought of an XP install. You type your name, a key, set the time zone and that's it.
Might be a piece of cake for you and I but for others...they would be like....huh???
