On LCDs upping the refresh rate has absolutely no effect since it's tied to DVI and the response rate.LCDs not at all.
I think he meant the game refresh rate. Obviously your video card isn't going to sync up to your monitor at a refresh\resolution beyond it's capabilities. So if you're in game FPS is reading higher than your windows refresh rate, you'll get tearing.
