DSL question

I was wondering... is there a way to get DSL without having local phone service? is there a way to get just a phone connection from verizon or whatever for free if Im not gonna use the voice line?

Usuaully when they agree they would charge you line usage fee, which would be similar to having basic service.

Free??? Someone has to pay for maintaining the line. The copper does not care whether the electrons carry voice or DSL or whatever.
