i dont believe so, it had the age limit which i believe was 17 after jan 1 2008
The 17 after jan 1 2008 has nothing to do with whether or not you can be claimed as a dependent on your'parents taxes. Most 17yr olds are claimed by their parents. If so,I believe you don't get a check and they don't get one for you.
