A black girl was killed while sleeping in her car, the cops spent about 3 seconds trying to get her to obey their orders to get out of the vehicle. When she didn't, they literally shot her 5 seconds later. I think 4 cops put about 40 rounds into the car of a sleeping person. She was a big threat because she was black I suppose? There was also a young black teen who was playing with a clear bright green water gun. He was murdered. I think the cops spent about half a millisecond assessing the situation before the just started to blast.

because courts are all about what you can prove (or at least make a jury believe). depending on the exact requirements for state law, the prosecutor may not feel like they have enough evidence to land the higher charge.
