I did raise similar question about why the local government was so slow to fix certain streets (street lights/poles) with a friend that works for DOT. He said in some main streets in the city, they are the responsibility of the state, therefore, the local government could not do anything with those streets.
No sure about DC because the entity is different (federal).

You can also bet the mayor of DC would not have done this had she not been totally 100% able! But with that said -- you never know.....heheheeeCongress, I believe, actually has control over a lot of DC's budgeting and infrastructure. Not all of it, but I do believe they have the power to veto, for instance, local elections, from actual DC residents, and even appropriate funds where they wish.
IT's kind of nuts, but it is constitutionally controlled.
Imagine a couple of Congress people from Illinois and Alabama determining laws and funding for residents of a specific district in Idaho.
