Yes.
Cov Ops with the cov ops cloak allow you to warp while cloaked.
Only cov ops frigs can equip cov ops cloak.
SBs can not, only the improved cloak they can use. One acct I have I have a SB equipped Gallente pilot.
Minor correction here there are other classes of ships that can use the covert ops cloak (I should know, I fly them all ) and they are:
Blockade Runners (haulers with a cloak, yay!)
Force Recons (cruiser sized recons, some have a fair amount of firepower like the Pilgrim)
