Dude, I hate to break this to you, but thats not going to happen with today's tech.
I've got an AM2 A64X24 4200, 2x1GB DDR-800, with a Radeon X1900XT, and I can't run at those setting on my 1680x1050 ws 2005FPW panel.
EQ2 requires a beefy system to display its visuals in as much glory as today's technology can muster. And what you have should be fine for general grouping and such in EQ2. For the large raids, you're going to have to drop to the lower details settings to get consistantly high frames.
However, there are some things you can do to improve them. Drop the terrain textures to low or minimal, disable shadows entirely, turn down lighting effects, turn down spell effect details. When I turn those down, it allows me to keep the character model details fairly high.
Your system is solid though, and if you're looking to upgrade something, wait until this Christmas and see whats available.
