Exchange / VPN / E-mail Not reaching

My exchange server will not send (always get bounced mail messages back underliverable) from the domain on the other side of a VPN we have setup. This VPN is highly restrictive and since it is between a selling company and the buying company of a divestature <sp>. My concern is the exchange server is trying to send to the other server over the VPN (not sure why or how) but since smtp is not open on the VPN it is rejected.

How can I find out why or possibly how to force my exchange server to send to this other domain like normal and be sure it's not trying to go through the VPN.

This is the ONLY domain we cannot send to so I'm very confused. The other side said nothing is restricted.

No. but we made some changes on the other end to allow the e-mail though and it is still not going.
