Depends on the heatsink being used.

You want a fan blowing air towards the cpu when using a heatsink like the sk7.

With most heatsinks you do want the fan blowing towards the cpu, with the exception of alpha and certain zalman heatsinks. Possibly a few more I can't think of offhand.

You want to get heat out of the case. Blowing onto the heatsink is not the answer. In an enclosed area, sucking the heatsink and then directing the air out of the case is more effecient than blowing onto the heatsink spilling the hot air into all directions and having it suck back into the the fan.

Only if ducting is being used. Even then most heatsinks like the slk series will still cool better blowing air towards the cpu. I've tried it both ways and that is the standard for good reason. I understand what you're saying, but with case fans behind the cpu and a fan on the bottom of the psu, that helps to exhaust the heat.

Well, when I suck I use identical CFM fans on the case and the cpu so that the case fan would just suck out the air and it works. I have higher degrees right now of 50 for cpu and 35 for mobo, but with a better heatsink the slk947 i was able to keep it at 40 and 20 something. I changed heatsinks because I got annoyed at the motherboard mounted heatsinks.
