we need to keep in mind that FDR waited weeks to give it back, and likely only due to pressure on him. FDR never did what was right, he only said he was going to do what was popular.
Also, his imprisonment of the Americans of Japanese descent was certainly fascist, was it not? It was a form democratic fascism (far right populism), as it was popular among California farmers during the GD.
Finally, after reading the following quote from Truman, who was FDR's VP, it's hard to conclude that FDR wasn't a democratic fascist, and that while Adolph Hitler may have done more short term damage than one of the most authoritarian American Presidents, he was not any more to the far-right of FDR as Hitler had just as much of a leftist side.
If there is a hell, then I'm sure FDR is burning there for all eternity with his friends Joseph Stalin and Winston Churchill, his mentor, Woodrow Wilson, and his rival Adolph Hitler. Unlike the tyrant Lincoln, FDR was born into wealth and was not a self-made man and FDR could do what was popular, while at least Lincoln did what he thought was right. Unlike George Washington, who had civic Republican virtue and wanted what he thought was best for every individual (even though it wasn't), FDR had Democratic vices. FDR would do it if it was popular, no matter how wrong he knew it was.

,On June 13, 1944 the press reported that President Roosevelt had been presented with a letter-opener made out of a Japanese soldier's arm bone by Francis E. Walter, a Democratic congressman.[4] Several weeks later it was reported that it had been given back with the explanation that the President did not want this type of object and recommended it be buried instead. In doing so, Roosevelt was acting in response to the concerns which had been expressed by the military authorities and some of the civilian population, including church leaders.[4]

"The only language they seem to understand is the one we have been using to bombard them. When you have to deal with a beast you have to treat him like a beast. It is most regrettable but nevertheless true"
