Sorry no. It is the case and motherboard design that limit you to single slot cards. So, you'd need a new case and motherboard.
The Inspiron desktops are low and mid-range systems, they just were never designed for high-end video cards.
I'm not a fortune teller, but I imagine all high-end video cards will continue being dual slot cards. The move to .65nm GPU's may help that though. It is possible there will be a GeForce 9800 GT or 9800 GS or something of the sort that will be a single slot card.

Click on view inventory under XPS 410. See if you can find a good deal. You were willing to pay someone to add a video card and PSU, so why not do the same with other components. You can add/replace a hard drive or optical drive, or even a video card, easily, I mean even my dad could do it.
These have the exact same warranty as retail.

the answer to whether the 8800 series cards will fit into the inspiron 530/531 is here, and the answer is YES IT FITS!!! i almost cried tears of joy when it snapped into place . it has more than enough room really. i actually took some pics, but i'm on the new pc right now and am in the process of changing the settings and installing my drivers and stuff. i'm also very happy with the e530 btw.

The system config'd at 649 is a decent deal, you can have that. But where they hit you is the upgrades, and that is exactly where the OP got hit, and pretty hard too.
I have probably ordered roughly 650 Dell systems in the past 3 years. And what I can tell you with certainty is that buying from them retail, even with coupon codes, is almost never the best deal you can get.
What you don't know is that the OP and I had a little conversation via PM's before he posted this thread. I won't go into the details however.
Just as an example of what one could do with a Dell, this is what I could plan on doing. This is a system I picked up from Dell Outlet....

And before you look down over the crowd, from atop your pedestal, remember that you still took the easy way out, and paid for it, rather heavily I might add. Congrats, you have a mid-range computer with a low-end C2D processor, and an average video card.
The people here at Anandtech that are "awesome," or "amazing," are the ones who take the time to build their PC, the people who rumage through Hot Deals, basically the people who actually care enough to simply get the best possible PC for their hard-earned money.
Those people will always be happier with their PC than you ever will be with your's.
