Could be two reasons for that. The rational reason would be that this is what ATI does with boards that don't quite cut it. The marketing reason would be to persuade folks to lay out another $50 or so for the retail package.
Anybody overclock one of these "white box" Radeon 8500 packages? Update: From some responses and poking around, these white box Radeons don't do terribly well; up to the spec speed of the "regular" Radeon and little more.
