Seriously do you not understand these plants will be highly automated unlike plants in China? The employee skill level required will be significantly higher on average than a plant in China.
Actually, probably not. The engineers will need to be (people who design, work on, fix the equipment as well) but if programmed and designed properly, a monkey could really do it. I know as this is what I do for a living (automation) and they want the machine to do everything for you including wipe the drool off of the operator chins. Now again, I don't know the specifics of this plant so it may require much more than the typical US factory.
