Case fans has very little impact in reducing temps; 1-2 fans as intakes or intake and exhaust would suffice in most setups. I'd get Arctic Cooling F12 as exhaust and Silverstone AP series as front intakes. If you're not keen on sticking with a theme and want a single fan choice, Arctic Cooling F12, because case fans aren't that beneficial that I spend that much.
As for fan controllers, try Lamptron. They are the pricier ones but they are well made and wattage per channel is sufficient for daisy chaining multiple fans. Having a lot of case fans contradicts with the whole quiet case ideology but with decent fans and fan controller set to 50% constant, its pretty silent.
