"Frequency out of range"...?

I just installed a new Sapphire 4850 vid card, new RAM and a new PSU in my son's machine. When we boot we get the following message on a black screen:

Frequency out of range
160 Khz / 150 Hz

Please change display mode to
1280 x 1024 60 Hz

By noodling around in safe mode I'm able to boot normally. So far.

What can I do? Any advice will be appreciated.

When booting windows, push F8 until a screen pops up giving you some options. Select the VGA mode option and it will boot into regular windows at low res and will allow you to set a resolution that works with your monitor.

The refresh rate or your resolution has been set to high for you moniter. To fix it do as the above poster said and make sure both are set properly.

Pardon my inexperience, but how do i permanently change the VGA mode? In safe mode i right click the screen, click properties and settings, but the changes i make don't "take". The problem still exists. Is there another way to do it?

no as far as I know that should work. What LCD are you using? I also know there is a bug with ATI cards that if used with specific monitors will get that display as well. Try updating your video drivers, or using a different screen. I had the same issue but it was resolved with 9.7

My tip would be that since you are able to boot into safe mode the first thing I would do is remove the video card drivers, Run CCleaner to remove the registry files associated and then reboot with a clean slate. Install the new video card drivers and be done with it.
