That's true. My $30 each 120mm fans @ 5v aren't SILENT. They still make some noise, albeit very very little. Thermaltake doesn't make quiet stuff. They just don't. They make cheesey overdone crap, that's all they've ever done.

I wouldn't mount that fan directly ON the card, it will just create more turbulence, and more noise. Like someone else suggested get a Zalman bracket and hang it off that, putting some breathing room for the air to escape once it has hit the card.
How fast can you OC your 9800? My 9800np is @ 451/340 with a Zalman heatpipe getting some help from a ultra low rpm 92mm fan.
If you wanna be the king of silent & functionality get the Zalman heatpipe case, until then you're the king of overkill
