It's annoying as hell to keep feeding my USB ports after system shutdown. As far as I know it's a gigabyte "feature". Is there a way to disable it? Of course, there is nothing sensible in BIOS

My Lenovo Notebook has one USB port that Can Be always on. At least they give you the option of turning this off in the BIOS.
