I agree that a working, efficient hydrogen fuel cell engine has many, many, practical applications.

I think you're wrong there. If someone discovered aluminum and then invented a spoon, would the spoon be a disappointment? IMHO, no - the invention would still have merit because of the utility behind it, and future potential arising from the initial discovery. If the scooter utilizes an efficient hydrogen engine, then it will not be a disappointment - especially for those of us living in cities.
