If they are genuinely willing to hinge the health of millions on a promise from the House to not pass a bill they desperately want to pass and instead go to a conference committee where likely nothing will pass they are either stupid or lying.

The House might pass it outright, they might go to conference. It seems very unlikely they would just forget about the bill and pass nothing if the conference failed.

If they manage to pass something like the skinny bill, the chickens will come home to roost so fast, don't be surprised if they pass a public option for the exchanges, because they know there will be hell to pay.
