help! bad internet in atlanta (comcast)

I had cable installed in my apt this past Monday and it has been hell for me. I get horrendous spikes (speed is REALLLY REALLLY SLOW too) and the internet would just go out randomly every once in a while for a few seconds. I have comcast hsi here in Fulton Country of Atlanta, GA and running it with my own Dlink DCM-202 modem with the new comcast firmware updated. Here is the screenshot of my modem settings, is there something that I could do to this line?

Considering the fact that the service was just installed, I would highly recommend that you call Comcast to get it resolved. It's entirely possible that there's something you can do, but it's also very possible that someone at Comcast set something up incorrectly. At the very least, they can test the line to see if it is a problem on their end or if it is a problem with your modem.

In particular, I'd be concerned about that -.08dBmV downstream channel power. I'm not a cable expert, but my understanding is that you need between 20 and 40 dBmV for a working cable Internet connection...
