I put together a new system tonight. I'm using a Q6600, Gigabyte EP45 UD3R, G-Skill 2x2gb 1066, 9600gt, 550w psu. My problem is that my multiplier keeps going up and down. One second it would be 266x6 and the next it would be 266x9. So it jumps from 1.6 ghz back to 2.4 ghz. Both Core Temp and CPU-Z show the jumping around. Core voltage is around 1.12-1.16. What's happening?

Seems to stay at 266x9 now. I disabled C1E but i couldn't find Speed Step. Is it called something else?

EIST.

This is just a normal function to reduce power consumption when the CPU is not in use; if you are running at stock and not overclocking, there is no reason to disable it.

I am starting to overclock slowly. Is it normal for the comp to shut down and turn back on after changing bios clock settings?

After you save and exit the BIOS yes, the system will shut down and power back up using the new settings you have entered.

Yes, but if smoke comes out, then no.

Cool. I figured it was normal but wasn't sure. My old comp never shut down and then turned back on after bios change.

Playing around with overclocking. I'm up to 3ghz on the Q6600. Core Temp shows ~49*C. Ambient temp. is 19*C. Been only an hour Prime95 testing but it's stable so far at 1.2625 Vcore.

I'm sure your system can handle 425Mhz FSB, 8x Multiplier, giving you 3.4Ghz. Try 1.3v and go from there.

It better. Lol. Antec 900 case and Zalman 9700. Cooling should be no problem. The MB is supposed to be a good overclocker as well.

The zalman will hold you back more than any other component. That's because its cooling properties are quite weak when you start playing the voltage game. If you keep it to sane levels you'll be fine however.

I'm up to testing 3.6 ghz now. When I test using Prime95 instead of getting an error my comp just restarts. Always happens 10-15 min. into the test. Is this just because the clock is too high or is it a different problem like psu or memory. Testing memory with Memtest86 right now.
