help- safe boot or cd boot

after loading bios i get error message windows/system32/config file is missing, now i can't boot in safe mode or from cd, any help

You may want to provide some more information. Like, the sequence of events.
Did you change something in the bios?
Did you change something in Windows?
Did you add a new piece of hardware?
Or, did this just start happening?

ok last night i updated, downloaded driver for Sis ata controler and microsoft.net framework, after reboot error message showed up, now the only option i have is to change bios settings nothing else, my f8 key is not responding and i can't boot from cd, no new hardware.
